Why A Timeframed Political solution is A Must?

The history of the resistance movement of the Nagas is dated back to 19th century when the colonial British and other forces ventured into the Naga Ancestral Domain. The Nagas as a nationality group distinct from other races have always been fighting against any intrusion and outside interference in their day-to-day independent affairs. Thus, when India forcibly tried to bring Nagas into the Indian Union, the Nagas refused and rejected such idea of being an Indian. While the Indians were preparing to celebrate their Independence on August 15, 1947, the Nagas under the banner of Naga National Council (NNC) declared their own Independence on August 14, 1947, a day ahead. The history of Indo-Naga conflict incepted since then continued until today without solution insight.

Due to the historical, political, socio-economic, religious and cultural incompatibilities, clash of civilizations and differential national identities between the Indians and the Nagas, the conflict over a political issue has become more complicated and protracted. One can vividly recollect the Memorandum submitted by the Naga Club to the Simon Commission on January 10, 1929 which stated that "Nagas should be left alone like they were in ancient times". History has clearly shown that Nagas never want to be under any hegemony and domination by the foreign forces. Indian and Burmese States have always been trying their utmost to subjugate, suppress and crush the Naga National Movement by using various strategies and policies. However, the Nagas, being a warrior nation, continued to have faith and aspiration to be a distinct national entity. Defying the Nagas’ yearn for Sovereign Independent Naga State, the Government of India, in order to bring more division within the Naga family, created Nagaland State on December 1,1963 which was out-rightly rejected by the NNC. Nevertheless, in order to thrash out a solution, the Government of India (GOI) and the Nagas entered into the First Ceasefire in 1964. The ceasefire collapsed like a pack of card after six rounds of talks at the Prime Ministerial Level, because of the GOI’s rigidity to solve the issue only within four corners of the Indian Constitution disrespecting the Nagas’ aspiration for Independence. Since 1972, the Naga Affairs was transferred from Ministry of External Affairs to Ministry of Home Affairs to project Nagas’ struggle for political rights as mere “law and order problems”.  

The conflict and war continued resulting in the death of many Naga civilians apart from combatant Armies on both sides. Unaccountable gross human rights violations were committed by the Indian armed forces against the Nagas. Undeterred by such military assaults and atrocities, the Nagas hold fast to their hope for equal political status as any other nation-state to build the Naga cultural communities into single political entity with pride and fervor. There was an increased spirit of Naga nationalism in the face of brutal military campaign and various repressive agencies trying to disunite the Nagas. As late as in the 1990s, the Indian leadership and many military generals came to realize that Naga issue is a political one which cannot be solved through military might, but should be solved by political means and dialogue. Indian Government started sending its feelers, met the Naga leadership for political discussion to solve the issue through peaceful means. The Naga leadership responded positively to the call of time. Several years of bloody battle between the Indian and Burmese States on the one side and the Nagas on the other gave way to a bilateral political dialogues when Second Indo-Naga Ceasefire was signed on August 1, 1997 with three primary principles of negotiation, i.e., (a) the talk is unconditional, (b) at the highest level, meaning at the Prime Ministerial Level, and (c) the talk will be held outside India, meaning at the third country. The signing of Ceasefire between the GOI and the NSCN-IM was subsequently followed by a Ceasefire between the GOI and the NSCN-K in 2003.

However, the hard earned way of bringing the two conflicting parties to the negotiating table has been taken for granted by the Government of India, without any urgency to bring forth lasting and a meaningful political solution to the Indo-Naga problem. Inspite of repeated appeals from different sections of Naga society, the political talks between the two parties remains a stalemate for the obvious reason that the GOI has never been serious about the Indo-Naga political problem. Therefore, time has come for the Nagas to be categorical with the demand and assert their rights while articulating the factors leading to the deadlock of the bilateral political dialogue.

Insincerity of GOI on Indo-Naga Peace Process Exposed: The insincere approach of the GOI could not have been clearer than the rolling back of the terms “Without Territorial Limits” from the June 14, 2001 Bangkok Agreement with regards to the Ceasefire coverage areas after the Meiteis’ virulent protest in Imphal. The GOI’s recognition of the “Unique History and Situation of the Nagas” on July 11, 2002 does not make much sense because the GOI has considerably failed to seek a solution based on such recognition. It is observed that the GOI has not come out from its old and traditional methods of conflict management which is not only futile but also archaic and redundant. We have been witnessing time after time how the GOI talks peace while at the same time colonial ‘Divide and Rule’ policy is being exhibited against the Nagas. Our memory is still fresh of Mr. Loshou and Mr. Chakho who were brutally murdered by the Indian state military forces during the standoff at Mao Gate on 6th May, 2010 when the Ato Kilonser Th. Muivah was denied entry into his birthplace. While the GOI, on the one hand, gave nod to the journey of Ato Kilonser to his native village, on the other hand, they used Ibobi’s Government and Meitei populace to sabotage the itinerary, which had flared up communal tension between the Nagas and the Meiteis. GOI blamed Ibobi’s Government for barring Th. Muivah from entering the state of Manipur and creating the unprecedented situation thereafter. However, this pitiable politics of GOI did not go uncaught. When the Government of Nagaland gave security permission to Chairman Isak Chisi Swu and Ato Kilonser to address the public gathering at Zunheboto on 14th Jan., 2012 on the invitation of Sumi Hoho, Ministry of Home Affairs (GoI) denied the permission to the entourage of Collective Leadership at the eleventh hour. Since they could not find any Ibobi or Meitei trump card in Nagaland to incarcerate the Naga leaders from meeting their people, MHA issued silliest conditions to the Collective Leadership and their cavalcades, i.e. (a) Not more than 20 vehicles including the local escorts to be used for the journey (b) Collective Leadership cannot carry arms, (c) Their Security personal cannot carry arms even in a concealed manner, and, (d) Collective Leadership must not hold any public meeting and press conference along the journey and at Zunheboto. Such irrational restrictions that directly contradict the principles of political talks have not only left the peace process hanging with uncertainty but also exposed the double standard of the Indian Government.

Criminalising the Nagas’ struggle for Self-Determination: To make the matter worst, Government of India is working day and night to paint the rightful struggle of the Nagas as a terrorist activity. On 27th September 2010, Ningkhan Shimray, member of NSCN (IM), was whisked away from Kathmandu airport by Indian Intelligent Agencies in connivance with the Nepal Intelligence and on October 2, 2010, National Investigation Agency (NIA) stage-managed the arrest of Shimray in Bihar and booked under the Unlawful Activities (Prevention) Act, 1967 (UAPA). He is allegedly framed for procuring arms and conspiracy to wage war against India. However, Government of India has intentionally failed to understand that Mr. Shimray was on his way to participate the peace talks to be held on September 29, 2010. The question is, why the NIA should term the NSCN as terrorist organization under UAPA when the GOI has lifted the ban on the NSCN in 2002? NSCN and other Naga groups did not even appear in the GOI’s list of terrorist organisations in India. The conduct of NIA not only contradicts and undermines the GOI’s efforts for peace but also signal its desperateness in trying to implicate the rest of Naga nationalists and sympathisers under the same terrorist ordinance Act. Thus, NIA’s action is nothing but to criminalize the Nagas’ struggle for Self-Determination and exterminate the Nagas from the face of the earth, and push the Nagas’ history, culture and identity into oblivion. NIA is reminded of the fact that there was virtual army rule in the North East where reign of terror was unleashed against the people. GOI has also mishandled the Kashmir and the Maoist problems on the pretext of one or the other reason.

GOI’s attempt to sabotage the peace process at its last stage: Government of India has always been saying that Nagas must be united and reconciled due to the fact that GOI cannot afford to negotiate a solution to all factions. Therefore, with the painstaking endeavors of Forum for Naga Reconciliation (FNR) under the aegis of Dr. Wati Aier prayerfully brought all the infighting Naga nationalist’s organizations to reconciliation process, that showed the way to form One National Government of the Nagas. In view of this efficacious effort of FNR and the Naga public, the Government of India began to prick the neighboring communities like the Meiteis and the Assamese to protest against the rightful demands of the Nagas. For which, particularly the Meiteis under Ibobi’s leadership have diabolically locked horns with the Nagas on several occasions. Taking advantage of the vulnerable ethnic problems in the region, Government of India uses communal equation to suppress the rightful aspiration of the Nagas. The GOI has taken undue advantage in this peace process to disunite the Nagas. GOI’s utterances of unity, peace and reconciliation among the Naga groups are highly dubious.

The Support Base of the Naga Movement is rooted in the Naga Public: GOI thinks that general Naga public has grown tired of Naga nationalism, and Naga Movement has lost the Support base of the Naga public. GOI leveled that the general Naga public has willingly embraced Indian constitutional system, while it is only the underground organizations fighting against the Government of India without any public support. However, GOI has miserably failed to realize that the general Naga public has been the base of the Nationalists’ organisations all these 60 years of the Nagas’ struggle. The Nagas have been supporting the ongoing peace process for the last 14 years in the hope of achieving their genuine aspiration for a meaningful political solution. However, the action and policy of the Ministry of Home Affairs (GOI) and its agencies goes against the spirit of the principles of peace talks. Despite the evidential proof of the Nagas being serious to solve and transform the conflict, the MHA is trying all out to derail and abrogate the political talks by delegitimizing the Naga nationalists’ organisations as a terrorist organization. We must never forget that Government of India is taking undue advantage of the peace talks to muzzle the rights of the Nagas by de-motivating and demoralizing the Nagas and their leadership.

The Collective Leadership Wield the Mandate of the Naga People: In the run up to the Ceasefire, the Collective Leadership of NSCN (IM) and its functionaries have been mandated to represent the Nagas in the political negotiation, through series of public consultative meetings led by various Naga frontal organizations such as, Naga Hoho, Naga Mothers’ Association, Naga Students’ Federation, Eastern Naga Students’ Federation, Naga People’s Movement for Human Rights, United Naga Council, All Naga Students’ Association, Manipur, etc. Yet, the Government of India continues to overlook the powers of representation rested with the Collective Leadership by the Naga people. Thus, GOI has dared to impose restrictions on the Collective Leadership in its latest development entirely to sabotage the peace process. Despite such callous policy on the part of GOI, the Naga Leaders of the three political groups - NSCN/GPRN, GPRN/NSCN and NNC/FGN is organising the Naga people consultation meeting in Dimapur on February 29, 2012 convened by Forum for Naga Reconciliation (FNR) with the objectives of fostering peace, unity and reconciliation, and also attempt to realise one National Government of the Nagas. All the Naga villages’ chiefs, GBs, Naga Civil Societies, leaders of the Religious Institutions, NGOs etc. have been invited for the meeting.

Nagas in Delhi Demand a Timeframed Political Solution: As a follow up action of the Naga people consultation meeting, Nagas in Delhi under the aegis of NAGA PEACE FECILITATION COMMITTEE, DELHI in solidarity with the Naga society back home and the Collective Leadership has decided to have REMONSTRATION RALLY on February 24, 2012 at 1 PM from Jantar Mantar to Parliament Street against the GOI for trying to scuttle the political talks with deceptive policies, so as to find an early and a meaningful political solution within a timeframed manner to the protracted Indo-Naga problem. We want the Indian Government to speed up the peace process with sincere approach having a political will and commitment to solve and transform the drawn out conflict. GOI must stop sleeping over the issue, rather it should start recognizing and accepting the Unique History, Identity, Socio-Cultural and Political Reality of the Nagas. In order to show that Nagas have every right to be independent the Nagas in Delhi once again must bring forth thousands of volunteers all dressed in traditional attires to march down to the Delhi street. We will take forth the message to the world community that “indigenous Nagas marches in cultural attires in the political capital of India to reclaim the rights of the Nagas”. We must send out the message loud and clear to the global citizens that Nagas genuinely aspires to be free. The committee appeal all the Nagas in Delhi, be it government or  private employees, students and entrepreneurs to take leave on that stipulated day for a mass rally.

It is my greatest pleasure to welcome you to this Ceremony today at this beautiful Bhagyachandra Open Air Theatre (BOAT). The Zomi Nam Ni, known as the Zomi National Day is observed as a day to commemorate the end of colonialism and imperialism and to mark the liberation of Zoland from the British rule, which is a historic and meaningful day for the Zomi because all the Zomi were able to achieve national solidarity and unity on this very day.



For this, the 20th day of February is being observed as Zomi Nam Ni (Zomi National Day) since 1948 every year. It is also a national integration day for all the Zo Communities of India and Myanmar. As such, the Day had been celebrated by Zomi worldwide till today as a mark of “National Awakening Day.” It is, therefore, the fundamental duty of all Zomi to safeguard its National Day, to preserve and maintain its culture, language, religion, and literature if we would like to keep our Zomi identity among the family of nations. And therefore, this first dawning day of democracy was given the name Zomi Nam Ni (Zomi National Day) in aspiring to create the national day to be celebrated even in festivity, singing and dancing in the Zomi national traditions in special Zomi national costumes and attires in the celebration so that it will make the Zo people inspiring to practice and develop their culture and literature ever more in their national life to keep on the Zomi nationalism for ever more. Observing and celebrating the Zomi National Day in this way outside the Zo territory means to create friendliness with the host people outside the Zo territory and to preserve and develop Zo culture and literature among the Zo people in the Zomi society to be in harmonious with other cultures and literatures. 



I am particularly pleased to welcome Hon’ble Chief Minister of Manipur and to note your distinguished career as a wonderful and good administrator and your impressive legacy of tri-partite signing of Memorandums of Understanding on Suspension of Operation with various insurgent groups, which is a major milestone in the revolutionary history of Manipur.  



It is expected that, this year’s “Nam Ni” Celebrating the Zomi Culture and Heritage choosing “Cultural Conformity” as its theme for the Zomi National Day Celebration, 2012 will strengthened love, peace, communal harmony, mutual understanding, and peaceful co-existence amongst all the communities in Manipur State.

Shillong: Zomi National day celebrated

SHILLONG: The Zomi people of Shillong celebrated their 64th National Day at the Asom Kristi Kendra here on Monday. The Zomi people comprising of at least eight tribes – the Paite, Zou, Simte, Chin, Vaiphei, Mate, Gangte and Kom are settled mostly in the Churachandpur District of Manipur and some in Mizoram. However there are large chunks of the Chin population in Myanmar.



The Zomi National Day is therefore a sort of solidarity day for Zomi peoples across the world, informed the chief organiser Pupu Zou.



The Zomi National Day celebration started in early 1928 to fight British imperialism but later became a celebration of their own struggle for a ‘nation.’

Addressing the gathering, Mr H, Chin Khenthang (IAS Retd), who was also crowned as the Nam Ni Pa or the father of the Zomi people of Shillong, shared his journey from a small village to becoming an IAS officer through sheer hard work and dedication, despite being born to poor parents. Mr Khenthang urged the Zomi youth to live disciplined and diligent lives.

 




Executive Member of the Autonomous District Council of Churachandpur, Mr Mangchinkhup urged his brethren to stand tall while demanding for their political rights. He urged the audience to fight against human rights violation by the Indian security forces in the North East. The Zomis it is learnt are demanding for a separate state to be carved out of the present state of Manipur. Addressing the audience as chief guest, The Shillong Times Editor, Patricia Mukhim exhorted the 10,000 strong Zomi residents of Shillong to engage with and be involved in the community efforts to keep Shillong clean and a city to be proud of. She said Shillong is the home of all those who live and work here and it is only a combined efforts that can save the city. While stating that she is supportive of all demands for statehood, Ms Mukhim said all such demands should eschew violence. She cited the example of Meghalaya which was granted statehood without bloodshed. The National Day celebration included songs and traditional fashion show depicting the dresses of the various ethnic communities coming under the rubric of ‘Zomi’ people.

Zomi National Day celebrated with cultural extravaganza

Imphal, February 20 2012: The 64th Zomi National Day was celebrated at Bhagyachandra Open Air Theatre (Boat) with colourful cultural events of traditional dances performed by various cultural troupes from different parts of the State.



The function was organised by Zomi Students' Federation, General Head Quarters.



Speaking on the occasion, Chief Minister O Ibobi, who attended the celebration as Chief Guest, exhorted that we are one and we should work towards promotion of cultural heritage handed over the generations by our forefathers.



This way we would let peace be prevailed and love flourished in Manipur. He also lauded the efforts of Zomi people towards keeping their culture and heritage intact from the onslaught of western culture and other influences from outside.Manipuri people both in the hills and the plains should live together peacefully and forget all the past differences, he added.



President of Manipur Pradesh Congress Committee (MPCC) Gaikhangam presided over the celebration which was also attended by Minister of Power/ Horticulture and Science and Technology Phungzathang Tonsing, MLAs, ADC Chairmen and members as Guests of Honour.



Earlier, delivering the key note address, LB Sona, Chairman, Zomi Council informed that the 2012 edition of the State level Zomi National Day celebration is also being celebrated in different towns and cities of the world like Singapore, Kualalumpur, Tokyo, Wangshiton DC, London, Vancouver (Canada), Chiangmai, Kalemyui, Mandalay, Tedim, Yangoon, Delhi, Shillong, Chennai, Bangalore, etc.



He said that Zomis, like many other communities want peace and development and added that the community aspires to develop in accordance to their genius and intellect.



Zomis of this State too dream of a "glowing Manipur", but this dream could be realized only when all the 38 recognized tribes living in the State learn to understand and appreciate each other's unique culture, custom, tradition, past history and aspiration, LB Sona said.



He also reminded the gathering that Zomi Youths' Association submitted a memorandum to Chief Minister O Ibobi pressing the State Government to declare February 20 as a State holiday officially.



Noted folk singer, Guru Rewben Mashangva, members of Zomi Artistes' Association and many other singers from Mizoram presented songs during the celebration which also witnessed presentation of Hmar cultural dance, Kabui cultural dance, Mizo cultural dance, Thadou cultural dance, Tangkhul cultural dance and Zomi cultural dance.

Imphal, February 20 2012: Chief Minister O Ibobi Singh struck a communal harmony chord at the Zomi National Day celebration today calling out to all to discard the notion of division on the basis of caste, creed and community.



In a colourful function organised at Bheigyachandra Open Air Theatre with the presence of a large number of Zomi people from Mizoram and Manipur, O Ibobi called on the people of the State to live in harmony forgetting class, creed, religion and other differences.



O Ibobi, who attended the function as chief guest said, although, there were mistakes and misunderstandings amongst different communities in the past, it is time to forget all those and march forward together to bring development.



Maintaining that the people of the State are lucky to be a part of a secular country like India, O Ibobi said that it is the responsibility of the people of the State to safeguard and promote the rich culture and tradition left behind by the forefathers.

MPCC President Gaikhangam, who was the functional president, said that the State would be adorned with peace and development if people of all the communities participate together in different functions of different communities like today.



Power Minister Phungjathang Tonsing and Tourism Minister TN Haokip were also present at the occasion as chief host and guest of honour respectively.



Pop diva from Mizoram, Mami Varte, acclaimed Tangkhul folk singer Guru Rewben Mashangwa and different cultural troupes enthralled the crowd with their mesmerising presentations.



Zomi community has been observing Zomi National Day to mark remembrance of the historic Zomi Convention, which was participated by around 1000 Zomi leaders at Falam of Myanmar on February 20, 1948 .

The Chosen Ones

As soon as I enter the metro, I get greeted by many pair of eyes, looking at me from head to toe., as I get out to the market, parks, etc, etc, it happens everywhere! And it’s nothing to be proud of because it doesn’t make me feel so beautiful or attractive or admirable but it does make me think, do I look like an alien here? Thrown into the earth from outer space??? I too am a human being, an Indian, living in my own country, then why do my countrymen give me that look?? I am not creating a stereotype here; I mean not everyone stares at us, just the greater percentage of curious people! 

Last time, I took part a program, where I met students from different countries and so, being a true patriot, I told them about the beauty of my country, India. When I asked them to come and visit the country, they really wanted to, but there was one thing that held them back! Not because poverty exist in our country or not because it’s quite unsafe for foreigners here, or anything like that.

They were just like – “I’ve heard that people in India stare a lot”

There I was standing speechless because what they said was 100% true and I acknowledging the fact that my fellow countrymen stare a lot would be quite an insult for my own country.

So I replied – “no, they stare a lot because you are beautiful”

While in my mind I was saying -“no, way!! They do stare a lot!!!”

I didn’t wanted to lie completely, so I added the dumbest thing that ever came into my mind -“and everyone stares at each other in India, it’s like normal, we don’t stare only at foreigners, we stare at ourselves too, so it’s absolutely fine”

Most of the time, we feel like we are in the wrong country, we don’t have the same taste like our fellow Indians, we don’t celebrate the same kinds of festivals, our mentality differs and most of all, we look different- we look rather Chinese than Indian.

When I introduce myself among international students and tell them that I am from India, they think it’s a joke and starts laughing and then says “no, seriously, tell me where you are from?”

Then, are we in the wrong country? A country where we are treated as outsiders, where we don’t feel belonged? Where most of the time, we are not given the respect that we deserve? There’s a lot to think about. Me too, like everyone sometimes feels like we are all in the wrong place especially in cities when like Delhi where a lot of injustices is done to our people. People have this assumption here that most of the people from our northeast are alcoholic, loves to party, drug addicts, etc. and we are so looked down upon. We are used to the words used to describe us like- chinky, nepali, Chinese!

But like everything else, it is always better to look at the positive side of things while working on the flaws that exists. A part of me tells me that these disparities exist because we have not been able to fully establish ourselves before our fellow Indians. No matter how hard we try to repel the fact, we are still Indians and we are placed just where we are supposed to be. This is where we are meant to be, where we belong. The government had been so kind to us, look at the nrega on full swing in our state and so many people have benefitted from it, the leaders do care for us.

Well, it sometimes occurs to me, are we in this country because God had wanted us to be here? Maybe sometimes, we feel that India is just not the place for us, but guess what? God may have already planned it perfectly from before. What if we are placed in this country to be a ray of light that shines bright for everyone around? What if we were the chosen one to spread the word of God all over this country? I feel like the picture is clear in front of us, but we are failing to see it. We, though small in number, we were lucky enough to have a Christian population and the way God has raised us from the hills of Manipur into various cities all over the country, it all seem like it’s our responsibility to lighten up this country of ours with the gospel message.

It is said that there’s a reason for everything that happens. If we look back at the years, we could raise a few questions at everything that happened to us and our people. Why were we so lucky to be among the first to receive the word of God? Why we? Why did God placed us in this part of the world when we could have fitted perfectly and felt like home if we were placed in any of the East Asian countries. So why India? When we look around, our country is crying for help, she needs enlightenment, she needs hope and that’s not going to happen until our fellow Indians receive the living message!

Let not the doubts ever come across our mind again because this is our home, we are not the odd one out in this puzzle but rather, we fit perfectly in completing this country’s puzzle piece. We’ve already celebrated 100 years of Christianity, if we fulfil the duties God entrusted upon us, maybe the 150th or 200th celebration would be celebrated by each and every Indian all over the country! Till then lets always remember that we are the “Chosen Ones”.

Single individual votes 76 times in Churchandpur district

Imphal, February 19, 2012: Literally putting all sorts of election malpractices to shame, it has been found that a single individual cast votes 76 times in Churachandur district.

In the meantime, complaints against election malpractices continue to pour in.So far, the Election Commission of India has received more than 500 complaints.

A reliable source informed that the record-breaking feat of casting 76 votes by a single person was detected in the course of the photo comparison work being conducted by election officials. The particular person who voted 76 times is a female and she cast the votes in an Assembly segment of Churachandpur district.

However, the source refused the divulge the name of the woman and her Assembly constituency saying that it would be too early at the moment.Election malpractices including proxy voting in a single booth or multiple booths are being checked by using a special computer software and its reports being sent to the ECI on daily basis.

In the meantime, political parties, candidates and their agents have been complaining to the ECI about election malpractices in different polling station.The ECI has received complaints concerning all polling stations of the two ACs of Chandel district.

At the outset, on behalf of the Zomi Council and its Constituent Tribes, extend my heartiest Zomi Nam Ni Greetings.



The fact that, the 2012 edition of the State level Zomi Nam Ni Celebration is being held at Imphal, in the presence of none other than the Hon’ble Chief Minister Pu Okram Ibobi Singh, his Council of Ministers and MPCC(I) President  Pu Gaikhangam  makes the Day a very unique and historic moment for Manipur’s Zomi tribes. As we celebrate the Day here at Imphal, I am also delighted to inform all who gathered here that similar Celebration are being held in different towns and cities of the world, like, Singapore, Kualalumpur, Tokyo, Washington DC, London, Vancouver (Cananda), Chiangmai, Kalemyui, Mandalay, Tedim, Rangoon; and, of course, at Delhi, Shillong, Chennai, Bangalore, etc.





I also extend my heartfelt appreciation to the Nam Ni Celebration Committee Members and the ZSF leadership for their focused and untiring services to make the Celebration a success.



ZOMI AND ZOMI NAM NI

Cultural Conformity is the Theme of this Year’s Celebration. The Theme highlights the need and significance Cultural Conformity in a multi-cultural and multi-ethnic state like Manipur.



The Zomi, like many other communities, want Peace and Development. We aspire to develop according to our own genius. The Zomi of Manipur dream of a GLOWING MANIPUR. Not shining from the outside but GLOWING from its very core.



The Zomi envisage that such dreams can only be realised once the different communities, including the 38 Recognised Tribes living in the State, learn to understand and appreciate each other’s unique culture, customs, traditions, historical past and aspirations.





The Zomi, like many other communities of the world, suffered the pains of Colonial injustice committed against them in various forms and style:

- Initially, the British recorded them under borrowed names like Chin, Kuki or Lushai, despite the fact that, they called themselves Zomi(descendent of Zo or or Zo Suante or Zo-fate or Zo People);

- The British annexed our land before we could come together and organise ourselves into a body of oneness or unity, and into a modern nation state;

- While we, the Zomi, were politically naive of claiming our rights and privileges, the British fragmented our country as parts of three different sovereign States- India, Burma and Bangladesh- simply to suit their administrative convenience and continue their subjugation of a simple people.

In the backdrop of such historical injustice, thousands of Zomi Leaders gathered for a historic Zomi Convention at Falam(Myanmar) on February 20, 1948. There it was unanimously decided to reject autocratic rule and chose for ourselves a democratic system of governance. Since then, the 20th of February is celebrated by the Zomi as the Day of Deliverance; the Day they started to walk the path of self-governance and taste the beauty of democracy and its concomitant Principles.





PRESENT CONTEXT

Today, the Zomi Nam Ni may be understood differently, and perhaps, even given different interpretations to mean different socio-political aspects of the Zomi. Thus I would like to place on record that,

- it is the spirit of the Nam Ni that has brought us together;

- it is the fundamental principles of freedom and liberty adopted on this Day, 64 long years ago, which we continue to cherish and celebrate and build our dreams upon.



Today we live in democratic Manipur, a small state in India, the greatest democratic country in the world. And in this happy dispensation we have been celebrating this auspicious Day more like a Zomi Cultural Festival, a day of joy, cultural events and cheerful merry-making among the Zomi. It was in this light that the Zomi Youth Association, in 2011, submitted a Memorandum to you, Hon’ble Chief Guest, to impress upon the State Government to declare the 20th of February as one of our State’s Official Holidays. We, Hon’ble Chief Guest, remind the request today as such step would foster the socio-cultural heterogeneity of the State. 



Moreover, this is a today when we can quite proudly say that through our experiences in democratic principles-

-That the Zomi in India have enjoyed freedom for more than 60 years;

-That we are part and parcel of the present state of Manipur, enjoying its Statehood for over 40 years;

-That we also have tasted the Local-Self-Government Institution of District Council in the Hill Areas of Manipur for over 40 years, in which I too once had the privilege of shouldering responsibilities as the Chairman of Churachandpur Autonomous District Council;

-That we freely exercise our franchise;

-That we have the freedom to pursue our dreams ... among many others.



However, after all these years of freedom and liberty, and in spite of the coming up of some infrastructure around us, many of us – in the light of development elsewhere – are somewhat disappointed. We cannot help but often compare our lesser degree of development to that of other North Eastern States. While doing so, I wonder how many of us, without any reservation, can proudly claim that, “Manipur Today is doing well or is Shining”

In fact, love of the land compels us to question ourselves:

- “Why has our beloved State which, at some point of time, earned itself enviable sobriquets, like Sana Leibak, the Golden Land or the Land of Jewels and Switzerland of the East … lost its pristine glory and become, today, the Most Problematic State in the North East?

- I beseech you for the sake of our children’s children and posterity     to soul-search and ask: ‘Where have we gone wrong?

- Are we too late to undertake a deeper introspection?

- Cannot we make critical analysis of our difficulties and failures of the past and arrive at the means, and the passion, to bring true all-round development by leaps and bounds to every corners of this our beloved State?”

May I quote from my religion and refer to the Biblical David, the slayer of the mighty Goliath, when he was but a mere shepherd boy tending his sheep? Much later, when King David was distressed, can we, like him ask in unison:



“Shall I pursue this troop? Shall I overtake them?”

And the Lord will certainly answer:

“Pursue, for you shall surely overtake them and without fail recover all”

(Book of I Samuel, Verses 30:8).





Such is God’s assurance when David was in distress. Can we expect similar assurance from the Lord? Certainly YES, provided we learn lessons from past mistakes, and decided to MOVE FORWARD!





THE WAY FORWARD

On this auspicious occasion, I take the liberty of suggesting that the Best Time has come for us all in Manipur to MOVE FORWARD, build peace and give a new impetus to development in the Hills.



The moment is opportune because the majority of Manipur’s Hills-based armed Organisations have signed tripartite Suspension of Operation (SoO) with the Government, preferring dialogue to guns to air grievances. We highly appreciate the SPF Government, under your stewardship for the bold steps taken towards building peace in the State. It is our hope and prayer that SPF-III will continue its peace mission and take the next step of moving forward by beginning a genuine dialogue with all stake-holders so that we can have durable peace and development in the State.



May I humbly add that in order to move forward it is vital to warm-heartedly integrate our collective wisdom for our collective survival. To reach this hitherto elusive integration, thus a conformity of sorts, the socio-political and economic issues plaguing the State require a very Pragmatic Approach urged by Inclusiveness and sensitised by an Open Hearts and Open Minds Policy.



Whereas, it has been our misfortune that all of us, at some point of time, have been misled by our narrow, exclusive and communal calculations, thus making us fail to see through the eyes of our fellow citizens. This has gradually widened the divide between the Hills and Valley, the Majority and Minority, and between the Haves and Have-Nots.



Therefore,

- let us Reason Together;

- Let us look for a non-communal, all-inclusive and pragmatic way forward.......

- Let us seriously and accommodatingly, and with deep respect for each other, take into consideration the geographical, historical, political and cultural realities of the day.



Such bold but necessary humane steps shall surely demand that sacrifices be made, a little here and a little there from all stake-holders. In our quest for peace and development we should not shy away from such sacrifices.



It is, Hon’ble Chief Guest, in this great endeavour that I humbly urge you to use your good Office to lead the Way Forward for our Collective yet Inclusive Better Tomorrow. It is the Zomi’s view that the modern and current choices made by this Ancient Land’s Leadership and its People shall decide between a Home State and Second Class Citizenry! Or between a Shining State and  Doomed State.!!



Having said these rather painful and ominous sounding words, I feel a great weight has been lifted off me, and so may I, once again, Thank the Hon’ble Chief Minister, his Cabinet Colleagues and All present here for making the Zomi Nam Ni Celebration something to remember and something that will set our dreams on fire.



May I end by saying that this joyous and collective presence here in BOAT today, the 20th of February, 2012, re-assure the Zomi and all Brethren Communities of Manipur about Hope for a Better Tomorrow as we Move Forward to achieve the Goal of a Truly Glowing Manipur!
